CES performed the original siting, licensing, design, and construction monitoring for this approximately 3 acre attenuative landfill located on the Lower Enchanted Road in West Forks, Maine. CES was awarded the contract for this fast-track design/construction project having proven our ability to meet deadlines and obtain reasonable budgets. CES performed a site selection study and conducted a public hearing on the results of that study. We also successfully responded to issues raised by both the Department of Environmental Protection (DEP) and Land Use Regulatory Commission while at the same time working in close coordination with the DEP, as they were providing the hydrogeologic information required for the site selected for development. A full permit application was prepared by CES which included design drawings and contract specifications.
The project involved a substantial amount of earthwork and site preparation to meet the attenuative landfill design parameters for base preparation, fill materials, surfacing materials, and cover. To reduce construction cost and time requirements, CES performed a construction material location study to locate, qualify, and quantify potential construction materials for the project. The selected site was successfully permitted, designed, constructed, and placed in operation in accordance with the fast-track schedule mandated for the project.
CES has also provided the environmental monitoring services for the CFWF landfill since the start of operations. As part of these services CES conducts all field monitoring and sampling, laboratory setup and contact, data review, routine reporting to the Town and MDEP, historical data management and EDD preparation and reporting to MDEP, annual statistical data analysis, and monitoring well inspection and maintenance. CES has also prepared and updated, as necessary, the facility’s Environmental Monitoring Plan (EMP). In accordance with the EMP, the environmental monitoring services include ground and surface water monitoring, surface water monitoring, and landfill gas monitoring.
